Navigating Functional Skills Changes: Why Contextualised Learning Matters

The recent changes to Functional Skills requirements within apprenticeships have provided much-needed flexibility, particularly for learners who struggle with exams or those on EHCPs. Removing the mandatory exam element is a positive step for many, as it allows training providers to tailor their approach to each learner’s needs. However, this does not mean that English and Maths should be overlooked. In fact, Ofsted still expects a robust delivery of these core subjects in a contextualised and meaningful way.

Functional Skills Must Remain a Priority

It is crucial that apprenticeship and training providers do not deprioritise Maths and English simply because the formal exam requirement has been lifted. Strong literacy and numeracy skills remain essential for workplace success, and Ofsted will be monitoring how these subjects are integrated into programmes. Poor provision in these areas could put training providers at risk of lower Ofsted ratings, potentially impacting funding and reputation.

At Functional Skills UK, we firmly believe that the removal of exams should not mean the removal of learning. Instead, it is an opportunity to rethink how we deliver these subjects, ensuring they are practical, relevant, and engaging. Apprenticeship providers must lead by example—equipping learners with the knowledge and skills they need to succeed in their careers and everyday life.

Introducing FSUK’s Contextualised Functional Skills Series

To support training providers in meeting these new expectations, FSUK is launching a series of contextualised Functional Skills modules for Level 1 and Level 2 learners. These online learning resources will ensure that Maths and English are taught in a way that is relevant to specific sectors, helping learners apply their skills directly to their work environment. Our upcoming modules include:

  • Maths in Care – Covering numeracy skills relevant to medication dosages, shift patterns, patient monitoring, and budgeting within a care setting.
  • Maths in Construction – Practical numeracy applications for measurements, estimations, costing, and project planning in the construction industry.
  • English in the NHS – Focusing on effective communication, report writing, patient notes, and professional interactions in healthcare environments.
  • Maths for Police and Emergency Services – Supporting officers in understanding crime statistics, risk assessment calculations, and time-sensitive decision-making.
  • English in Health and Social Care – Enhancing report writing, patient care documentation, and professional verbal communication within care settings.
  • Maths and English in Construction – Supporting apprentices with health and safety documentation, blueprint reading, material ordering, and site communication.

These modules are designed to meet Ofsted’s expectations for high-quality, sector-specific delivery of English and Maths. While the flexibility of no exams can be a huge benefit to learners with additional needs or anxiety around assessments, failing to embed these key subjects properly could create significant challenges for both learners and providers further down the line.
